procps3 in fedora core 2

I have now updated the procps in rawhide to procps3 3.1.15. 

This is a different codebase than procps2 that we used to ship. There
are a few regressions in the command line options and output due to this
upgrade. I've listed the ones i know about in:

The procps developers and I will do our best to try to fix these issues.
If you find any other difference in the output or command line switches,
please add that to the bug.
