Install Everything from scratch.  Default boot params (i.e., for the
purposes of running this test, I booted without selinux=0).  I logged
in as root in VT1.

You're right that I can't get very far without selinux=0.  I can't log
in as myself, as I mentioned upthread.

Your guess is correct, sir.

FWIW, I get dozens of other avc errors during the boot up process.
