I have nautilus-2.4.0-7 installed on the system now. It seems that all 
*.desktop files are considered application/x-desktop MIME on my current 
system.

I am able to create a launcher and add an ICON on my desktop. I can drag 
the launcher to my panel and both the ICON and clicking on the launcher 
works. It does not show the ICON on the desktop. It just shows 
program.desktop on the desktop itself.
