The default .rpmmacros is somewhat okay because it is very small, but 
regular users totally don't need the ~/rpmbuild hierarchy.  It would be 
wasteful and even confusing to create it by default.

Instead I believe we should distribute tools that setup this environment 
like fedora-buildrpmtree, which sets up .rpmmacros and the rpmbuild 
hierarchy when invoked.  We should also include many of the other 
fedora-* tools from the fedora.us "fedora-rpmdevtools" package within 
one of the base Development packages in Core.

Here is the current development toward the next release of 
fedora-rpmdevtools.  Please contribute your own useful tools and/or 
fixes to existing tools.
