Why are there only i686 and i586 Version of glibc and kernel?-- not "lite" (386/486 @ 400MHz+, 256MB RAM)

Anyone who wants to can. Packages are not in fedora extras because either
1. Patent issues
2. They are in core
3. Nobody has decided its worth doing..
