Both actually have to be updated if one is.  libgal2-1.99.11 changes the
ABI and also adds a function that's required for 1.4.6, iirc.  As far as
an update -- I'm considering it.  If 1.4.6 had come out the beginning of
January, then there would definitely be one.  It's a little bit trickier
now due to how the scheduling works of how worthwhile it is.
