QA-process for new packages

Please tell me what I need to do.  If I need to be a package reviewer
for shapelib, I'll do that.  If I need to lobby people inside Red Hat,
I'll try to do that.  I think it's hugely important that Fedora be a
good host for GIS software users and developers.
