preserving changed directory permissions in RPM

I'm just going through some old bugs; there are a couple of reports that
the permissions on /var/www/html are not preserved over an apache
package update, i.e. if the user changes the permissions, they are
reverted to the defaults after an upgrade, which is vageuly undesirable. 
I presume RPM still behaves like this?

Is it possible to change this with an equivalent to %config for 
directories?
