There has always been some interest from a number of people to expand
the available number of installable "collections" (Core being one such
collection) inside the full Fedora package space.  Tiemann's strawman
is the last comprehensive treaty on the matter that I'm aware of.  In
my mind its always been a question as to whether or not we really have
the community facing infrastructure in place to make a community
maintained collection a manageable endeavor as much as its a question
of whether or not people in the community are committed to making a go
of it. A year ago the answer was a pretty clear no for managable
infrastructure... but community facing infrastructure has come a long
long way since then. It might be worthwhile to have a good look at
Tiemann's  old strawman and beat it a bit and see what shakes out. 
Perhaps Tiemann could be dragged back into the discussion and produce
a freshly stuffed strawman if his thoughts on the matter have changed
in the last year.

As for community interest, there are a couple of usage cases that
consistently get some gripes with each release that might make a good
test balloon for the first community designed collection inside the
Fedora package "universe". The low-end system "collection" would
probably make a reasonable trial if there are dedicated community
members willing to beat their heads on the problem AND if the
community facing infrastructure is ready for the attempt.  Its not
necessarily going to be easy to do, maintaining a collection that
pulls packages from both Core, with its point release model, and
extras, with its rolling release model.   Not impossible, but it will
take some thought and patience the first time through.
