The kernel doesn't run init; initrd does. But it only passes arguments
to it which it finds after an "init=" option. I'm not actually sure
where init gets its runlevel from currently -- I suspect rc.sysinit
or /etc/rc.d/rc reads /proc/cmdline to figure it out?
Bill knows this part of bootup better...
