No, it doesn't. You can do anaconda-based upgrades remotely without any
physical access to the machine, although obviously it's best to do it at
a time when someone _could_ get at the machine if it goes wrong.

Stick the vmlinuz and ramdisk.image.gz from the installer into
your /boot and point yaboot.conf (or grub.conf) at them with enough
arguments to get an IP address and start VNC. (I think you also have to
specify keyboard type?). Reboot. Connect with VNC. Pause to swear
vehemently about the fact that you can't now point it at the copy of the
Fedora install tree which is already on your hard drive; that's been
broken for the last year or two. Point it at a Fedora mirror somewhere
off-site. Upgrade. When it's done, it'll reboot into the new kernel.
