enveloping part by a difference in nature.

Fedora core should be just that, *core* ideally I would like to see it down to 
one or two CDs push dev stuff extras, push docs to extras push all the 
alternatives to extras. why?  because quite frankly that's what core is. so 
by all means push all the alternative stuff to core. *but* also make it easy 
to add stuff from extras.
