refactoring rc.sysinit

Thinking about it some more, I don't see *that* much need for modularizing
rc.sysinit; that's orthogonal to a rcS.d. Most of what rc.sysinit
does isn't really something to be made optional.

As stated before, I don't see the need for the 'boot' prefix.
