What about Fedora Extras?  If it's just as "first class" as Core is, we'll
want just as many mirrors there, no?  People don't want things moved to
Extras if they're going to be (pseudo- or not) second-class packages and
that includes mirroring and ease of installation at initial install time
IMHO.
