That's been true forever if you EVER installed a former release  and
either:
 1. had ANY package removed which you used (lprng anyone?)
 2. ever installed something from fedora.us, freshrpms, dagrpms, atrpms,
etc etc etc


b/c those deps wouldn't be accounted for in the installer.

This isn't new.
