Probably because RHEL4 will have GFS as a separate add-on product to
buy. It's not a direct argument for FC, but after all for RH it's a
bigger PITA to have FC with patched in GFS and RHEL with externally
maintained GFS bits.

Too bad we couldn't get a proper external kernel module building
mechanism into Fedora Core half a year ago. ...

At the very least the packages should contain the kernel
version/release they are built for in the name of the package,
though. Anyway, as Jeff writes, it's a first step. :)

What I find muxh more appealing is the use of foo-kernheaders in
analogy to glibc-kernheaders, which was something that didn't have a
proper method to be packaged until now. Already applied to two
packages at ATrpms (i2c and ivtv :).
