What's the big deal? They can do:
	rpm -i url:/to/the/rpm

Which they have to run as root anyway.

People would have an option to use either mothod, depending on
their confort level.

Heh, they can do so many stupid things as root, this is just an
annoyance more then anything. Don't get me wrong, I don't feel
that strongly for it, but I'm not sure I buy the argument.

I know you don't aim for consistency with rpm, but having it where it
doesn't hurt would be nice, no?
