perhaps, some existing fedora mirrors would choose to work with you?
Someone on the mirror list might be gracious enough to forward a brief
proposal from you so individual mirror maintainers could contact you
if they want to help provide support for your deltas.  I have no idea
if any of them will choose to help with this or not, but you never
know....
