Workaround: switch to text console (Ctrl-Alt-F1), log in as root,
run

perl -pi -e 's/^GraphicalTheme=.*$/GraphicalTheme=circles/i' \
/etc/X11/gdm/gdm.conf

Switch back to gdm (Alt-F7)
Restart GDM (Ctrl-Alt-Backspace)
