It doesnt have to be part of the base installation. Would it be possible
to have the compatibility libraries within the legacy group selected by
default. Users who do not require it can explicitly deselect it during
the installation or do a yum groupremove easily. Others get more
compatibility and external packages working better until a more
automated message using dbus or something is designed to cover such
cases better
