Flash is probably the last thing to use for anything critical, 
especially if you're concerned about voltage fluctuations. From 
working with several different microcontrollers I can attest to its 
delicacy when voltage starts moving around.  When you have the time 
take a look at the causes of failure on several of our space 
probes, the last notable flash memory failure was the first of the 
two most recent Mars rovers shortly after it landed.
