Because they are the ones wanting to know the battery status or change
preferences. It's really only a tiny (as in memory and CPU) session
daemon, all the heavy lifting is done in HAL.

Only root, or the person physically sitting in front of the computer
with the active login (called at_console in DBUS-speak).
