2.6.17 hasn't been released yet. It's still in release candidate mode.
Rawhide kernels aren't really 2.6.16 though. They're 2.6.16 + patches
from the 2.6.17 git tree. See today's rawhide report:

The reason the RPM version is still .16 is because you still want to be
able to upgrade to 2.6.17 when it comes out.
