Nope, those packages are already all made for "development" (hence the
directory name), and in this case the package you'll need is the
gstreamer-plugins-ugly IIRC (or -bad, I keep confusing them).

Since there are quite a few dependencies, you might want to create
a /etc/yum.repos.d/freshrpms.repo file and use yum :

[freshrpms]
name=Fedora Core $releasever - $basearch - Freshrpms
baseurl=http://ayo.freshrpms.net/fedora/linux/development/$basearch/freshrpms/
enabled=1
gpgkey=file:///etc/pki/rpm-gpg/RPM-GPG-KEY-freshrpms
gpgcheck=1

Note that packages are not yet available for PPC, but will be when all packages get rebuilt on the final FC5.
