Moving ImageMagick to Extras?

  I got the same type of resistance when I asked about gsl.

Fedora seems sometime a schizophrenic distribution, sometimes some packages 
are updated to the last available stable version, sometimes not.

Note that I am not talking about core packages like glibc, or gcc or others 
like it (dbus comes to mind). I understand the reasons for being conservative 
here.

In the particular case of gsl the library is mature, the changes are mostly 
bugfixes and upstream recommends updating to last version. Why is it only 
updated in devel?
