The "plan" is simply a proposal, and certainly nothing has been finalized.

However, there's a lot of momentum for this, and I'd venture to guess that
it will almost certainly get done in time for KDE4.  In the meantime, it's
going to be a piecemeal process... e.g. qt4,kdetoys are (already) in
Extras.
