Perhaps we could treat it like other packages in /development. That is, 
make it 5.90 until FC6 test 1 goes out then bump it to 5.91 until test2 
is out, etc... and within the package have /etc/fedora-release actually 
  contain "Fedora Core test 1 of release 6 (rawhide)"
Just an idea.
