In the short term there is a plan to start using a CMS system.  Refer to 
http://fedoraproject.org/wiki/Websites/Meetings. We are working on 
including the end user guides and FAQ's as packages within Fedora Core 
and Extras. Not sure migrating to a new wiki system is worth the effort. 
fedora-websites list might be a better place for this discussion 
especially if you want to get involved.
