Try reverting rpm packages (rpm, rpm-libs, rpm-python, rpm-devel,
rpm-build) to 4.4.2-32 and see if that fixes this. Perhaps this is
similar to https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=196590
