Perl bindings for RPM in FC6

The package is actually approved but the original submitter is no longer 
around and nobody else has volunteered to pick it up yet. Well actually 
Robin (the current Core perl maintainer) did say he'd do it if nobody 
else was interested, but that was back in September.
