HZ value changed from 250 to 1000 in the latest updated kernel

again the kernel developers recognized that this is something people
want differently and made it an OPTION that you get asked at 
make (old)config time.

You are reading a *lot* more into the "default" value (the one you get
when you hit "enter" on the question) than there is meaning in that....
