ctrl-c during boot != good

Since I haven't seen much word in favor, for the record I have been
wishing for this functionality for a while. :) Its really irritating to
have to wait for a looong timeout just because the NTP server went down,
or the DHCP server broke, or DNS broke, etc. I've found myself
impatiently pounding ctrl-c on many an occasion, wishing it would
actually work...

Though I suppose really what I want is for ctrl-c to just cancel
timeouts, not necessarily anything more than that...
