And if the maintainer doesn't respond, and the bug is inadvertently closed
INSUFFICIENT_DATA and the reporter doesn't reopen, we're no worse off than
with thousands of bugs languishing in NEEDINFO or NEW or ASSIGNED and
getting no attention.
