Yes, life is not that easy.

There is also DEVNAME and in existing (more complex) PPP config setups
I have for example in a file called ifcfg-peer10:

  DEVICE=ppp10
  DEVNAME=peer10

DEVNAME defaults to ${CONFIG##*ifcfg-} and this does not need to
be the same as DEVICE.  So what you actually propose is to let
DEVICE default to DEVNAME.
