kde4 status?

I think it would be good to atleast pave the way for a future KDE4.

By that mean move qt3 (whuich is also unsupported since June I think),
kdelibs3 etc to compat-qt, compat-kdelibs etc. as soon as possible.
KDE4 has supposedly hit feature freeze, so aim for that, but if a
problem arises make the KDE spin/group be based of the compat* stuff.
