New package cvs requests. opt out of cvsextras commit rather than in?

An scm that supports signing commits / repository contens would help here, 
because one could easily check whether the checked out contents are trusted. 
Or this there an easy way with cvs to show the last author of every source 
file? Looking through "cvs log" is not an easy solution here.
