That is not how things work. Red Hat Fedora only has a subset of
upstream developers.  In some projects we may be the main developers and
others we may have no developers at all.  If the bug (like the one you
filed bellow) has to do with integrating functionality in upstream
releases into Fedora then it is best to file in Fedora.  In fact Fedora
is a good first place to file things.  However if the functionality is
something that would benefit from a larger developer base looking at it,
we will recommend you file it upstream as given the amount of work
Fedora developers have they might not have time to get to it.

I looked at this and wrote a comment.  The gist of it is that this
functionality exists and is easy to turn on but is turned off by
default, most likely for good reasons.
