No, the question is irrelevant in the context of the %{dist} package space
where the kernel is known to be >= 2.6.17. Conflicts of Fedora 7 with
packages from Red Hat Linux 9 are outside the scope of such a policy. The
primary focus should be on what conflicts can occur if somebody does
a [fresh] install of Fedora 7? And what conflicts are possible a few
months later after hundreds of updates?

Possibly not at install-time. But all packages are available after
firstboot.
