/etc/init.d in the default $PATH ?

There are a number of things in the sbin directories that are NOT
root-only.  They may be things that are generally only useful to system
administrators, but they don't require root access.

Then there are things that are designed specifically to NOT be run as
root that are in sbin directories; bonnie++ for example.
