Which is what Livna is doing...

No, _users_ configure the Livna repository.  The Fedora project doesn't
use Livna in any way.

Perhaps.  But the goals for the two distributions differ.  Ease and
comfort of Ubuntu come at the cost of binary drivers and gray area
decisions.
