Are these for media only?

In other words, will there be Fedora Desktop/Server ISOs and
corresponding separate network installers? Or will there be separate ISOs, but
just one set of network install loaders and images, able to install
either (or any other spin, for that matter)?

None of the above is obvious from a rapid glance at the wiki.
