a legal way to include 3rd party repositories in fedora?

Sorry for having missed this part. It's all a legal and the policy
issue. If your codec is OSI compliant (This does not mean it to be
GPL'ed!!), there is nothing which would prevent you from making such a
codec a part of Fedora.
