Try:

yum --enablerepo=updates-testing update yum  (to get yum-3.2.2, there is 
some issue in with 'yum clean all' in yum-3.2.1)
yum clean all
yum --disablerepo=fedora-local --enablerepo=development install 
microcode_ctl
