 over engineering, not transparent solution

 Please, keep the distribution simple and readable. We have
 ReleaseNotes where you can inform people about the change. You don't
 have to play this game with [r]syslog.conf.

 Yes, especially with some magic switch somewhere in /etc/sysconfig/...
