Based on the build log, I'd say the sources file isn't updated in cvs. See:

[limb at fawkes cvs]$ cvs update uncrustify/

[limb at fawkes cvs]$ cd uncrustify/F-7/
[limb at fawkes F-7]$ ls
branch  CVS  Makefile  sources  uncrustify.spec
[limb at fawkes F-7]$ cat sources
3c242519de3d12f7b916b560366c1aa8  uncrustify-0.30.tgz

Copy it from the devel branch, cvs commit, then re-run TAG_OPTS=-F make
tag, etc.
