Are they willing to forcibly break compatibility with previous versions?
Aren't they going to provide a nice path of upgrade (a converter, accepting
both formats)? Is it going to happen before F8?

If all three answers are "no", then I don't see any reason to rename
syslog.conf.

If any of the first two answers is "yes", many of us won't see any reason to
really obsolete sysklogd with rsyslog instead of syslog-ng or anything other.
