Admittedly I only skimmed this thread, but it seems like a decent
opportunity to work my top three annoyances with the current system into
discussion =)

- Don't make me increment integers (Release); this is
  what computers (i.e. the build system) are for
- Get rid of the redundant changelog so I don't have to type changes
  twice (and this would also remove the redundant version number too)
- Remove the 'make tag' step (I think switching to a RCS with atomic
  commits would fix this).  Actually I think you could reduce the
  whole thing to just "make build" by checking the output of 
  $RCS status, if there are modified files $RCS commit, then invoke
  the current "make build".
