To Require yelp or not to require yelp

That's not the same at all. yelp is needed when there is a button in the
UI such that, when clicked, launches yelp, not when there is a yelp
file.

Similarly, if a program calls evince or htmlviewer when clicking on a
button, then it should considered to add it as a Requires.
