If we don't have something in our election process to protect ourselves
against pranks and so forth, we need it.

The risk to the future of the community is greater if we put security,
protection of the election, and paranoia as higher priorities than
openness, inclusiveness, and fairness.

This is still going to disenfranchise folks without any other measure of
if they should be.  Only cla_done means not an active contributor?  Not
so, the Wiki is a legit contribution area and only requires cla_done.

Well, it requires gaming gpg.mit.edu in the process, but I'm sure it
could be done.

I propose we include the entirety of cla_done, but announce an age limit
on the account -- it must be older than one week.  This gives people a
chance to get an account for the election (since voting lasts longer
than a week) while leaving enough time for us to notice any
pranks/gaming of the system.
