It's simply wrong. No reinstalls are needed, the installer can do upgrades or 
you can even just upgrade with yum or apt-rpm (not recommended, but that 
doesn't mean "impossible").

The fact that you have to upgrade to a new distribution version at all as 
opposed to getting updated to the next version progressively is a decision 
which has nothing to do with yum/rpm nor with tight integration. It's perfectly 
possible to do rolling releases with rpm. For example, Rawhide works that way. 
It isn't recommended for everyday use though (just like Gentoo ~x86 or ~x86_64 
installs).
